Environmental product technical requirements (water-based paint)

The purpose of this technical requirement is to reduce the impact of waterborne coatings on human health and the environment during production and use, and to promote the development of the export trade of waterborne coatings and related products.
This technical requirement sets requirements for the content of volatile organic compounds (VOC, hereinafter referred to as VOC) in water-based paint, formaldehyde, benzene, toluene, xylene, halogenated hydrocarbons, heavy metal content and other harmful substances.
This technical requirement modification adopts the VOC content detection method in ISO11890-2: 2000 (E) (MOD.) "Paints and Varnishes-Determination of Volatile Organic Compound (VOC) Content Part 2: Gas Chromatography Analysis Method".
This technical requirement shall be implemented from the date of approval, and "Waterborne Coatings" HBC 12-2002 shall be abolished at the same time.
Compared with "Waterborne Coatings" HBC 12-2002, the main changes of this technical requirement are as follows:
—— Added the definition of waterborne coating VOC;
—— The sampling volume and sample processing process in the formaldehyde determination process were modified;
—— When testing the physical properties of waterborne woodware, the thickness of the paint film of the sample;
—— The test of benzene, toluene and xylene was changed to direct injection, and the internal standard method was used for quantification;
—— Use ECD detector for halogenated hydrocarbon test, direct sample injection, quantification by internal standard method;
—— The requirement for heavy metal chromium is changed to the requirement for chromium (Ⅵ).
—— The determination of heavy metals lead, cadmium and mercury adopts the method specified in Appendix C of GB18582-2001, and the detection of chromium (Ⅵ) adopts diphenylcarbazide spectrophotometry
The modification of VOC test method in this edition adopts ISO11890-2: 2000 (E) (MOD.), The difference is that:
—— Added definition of VOC content of water-based coatings;
—— Added diethyl adipate as a 250 ° C boiling point as a marker;
—— Added the qualitative analysis of the two chromatographic columns that make up the VOC component of the water-based paint;
This technical requirement is put forward by the Department of Science and Technology Standards of the State Environmental Protection Administration.
This technical requirement is interpreted by the State Environmental Protection Administration.
