Foreign food packaging requires frequent overweight exports to be cautious

[China Packaging Network News] Food contact packaging materials, such as food packaging and containers, are closely linked to food safety. These materials serve to protect the food, but if the materials used are substandard, harmful substances may leach into the food, posing a significant risk to consumers. In recent years, with the frequent occurrence of food safety incidents, the global demand for food safety and health has become increasingly strict, leading to enhanced supervision and control over food packaging and related products. Major markets such as the European Union, the United States, Japan, and emerging markets like Indonesia have introduced new regulations on food packaging and food contact materials. As a result, companies exporting to these regions must remain vigilant and adapt quickly. Restricted Scope of Chemical Hazards Food packaging is commonly made from materials such as metal, glass, paper, plastic, and composite materials. The production process involves various technologies and auxiliary materials, which can lead to the transfer of toxic or hazardous chemicals. In October 2014, nine organizations, including the U.S. National Resources Defense Council and the Breast Cancer Fund, submitted a petition to the FDA urging the prohibition of perchlorate and long-chain perfluorocarbons in food packaging due to their potential to affect fetal development and cause cancer. These substances, along with functional additives, are widely used in plastic food packaging, raising concerns among U.S. food manufacturers. In traditional food contact materials, toxic chemicals such as phthalates, toxic dyes, and heavy metals have been banned or restricted. For example, bisphenol A (BPA) was prohibited in baby bottles in the EU and Australia starting in 2013, triggering a global response. France further strengthened its regulations by banning BPA-containing food packaging in January 2015 to prevent potential harm to consumers. Similarly, countries like Germany have begun to phase out the use of toxic inks in food packaging, with the scope of restrictions expected to expand. Increased Food Safety Testing Requirements The migration of food simulants is a key indicator of whether food contact materials meet safety standards. Many countries have recently updated their regulations, increasing the requirements for migration testing. According to EU Regulation No. 10/2011, effective from January 2016, the migration testing for certain food contact materials became more stringent. For example, the testing conditions for food storage tanks with a storage time exceeding six months were changed from 40°C for 10 days to 60°C for 10 days. Australia and New Zealand frequently update their migration requirements and chemical migration levels, while intensifying monitoring efforts. Indonesia also issued a notice in January 2015, revising the use of plastic food contact materials under Annex 2c of the Food Packaging Management Regulations. It revised the maximum migration limits of different plastic materials under various conditions and food types. South Korea also issued a notification to amend the standard specifications for food containers, adjusting test simulants for different products and adding tests for acetaldehyde content in polyethylene terephthalate (PET) materials. Strengthen Internal Capabilities and Improve Quality and Safety Ningbo's exports of food packaging containers and packaged foods amount to billions of dollars annually, with strong growth. Frequent updates to foreign food packaging regulations impact the procurement of raw materials, production processes, and quality inspections for export companies. To adapt, businesses should enhance their risk awareness and accelerate internal management improvements. First, companies must raise product quality and safety awareness. Food safety is crucial for public health and a major social concern. Manufacturers should prioritize both food quality and packaging standards, ensuring strict control over raw material sourcing, production processes, and the prevention of harmful substance infiltration during packaging. Second, they should closely monitor international market dynamics, stay updated on technical barriers, and guide product design and production accordingly. Companies should study technical regulations in key markets like the EU, US, and Japan, while also keeping an eye on emerging markets. Establishing internal early warning systems will help improve product quality effectively. Third, they should continuously enhance their quality control capabilities. Researching product characteristics and using appropriate packaging materials for different products can reduce risks. Participating in international meetings and training sessions helps improve understanding of global regulations. Seeking advice from inspection departments and industry associations ensures full compliance with quality and safety standards. South Korea Recently Revised Food Labeling Standards To better inform consumers, the Korean Food and Drug Safety Administration issued a notice to revise some of the “Content Standards for Food, etc.” This includes updating allergy labeling methods, expanding font sizes on labels, and removing specific categories of bread and nut-related content. Food labeling plays a critical role in consumer choices and is a vital part of food safety management. With growing attention to food safety, South Korea has repeatedly updated its labeling standards, especially for imported foods. Exporters are advised to thoroughly understand Korean labeling requirements, communicate effectively with importers, and ensure accurate labeling and proper inspection.
