The monopoly of the old carton enterprises’ exclusive economy has been broken, and the old carton industry has fallen behind in management for more than 30 years. The overall quality of personnel is low. The lack of updated technical means, poor competition methods, and the inability to adapt to the development of the situation have gradually emerged, and corporate sales profits have fallen sharply. Due to the low starting point of technical requirements, less investment and quicker results, the new type carton factory has embraced it. At the same time, the carton factories in the coastal areas have become more vibrant. Before and after the 1990s, some old carton enterprises on the verge of bankruptcy faced the market economy tide and reformed the reforms. With the intervention of government departments, most of the enterprises were annexed by other fast-growing light industry, household appliances, chemicals, tobacco and alcohol companies.
